This dashcam video captures two Illinois State Troopers as they assist a woman with a flat tire. Out of nowhere, a truck barrels toward them. The truck flips, but passes right over the woman and misses the troopers by inches. All three are okay. The truck driver was cited for failing to slow down. Wow. Just wow. -Cheryl Kaye
